This posting is for the State of Hawaii, Department of Commerce and Consumer Affairs, Insurance Division, Insurance Fraud Investigations Branch. The position is located on Oahu (Downtown Honolulu). The State Recruiting Office will refer all inquiries regarding this exempt position to the Department of Commerce and Consumer Affairs. Branch Responsibilities The function of this organizational branch is to conduct investigation and prosecution on a statewide basis of cases involving fraudulent insurance claims. The branch is responsible for intake and investigation of cases referred to it and for prosecution of those cases where appropriate. The branch is also responsible for responding to inquiries relating to its functions. Investigative Duties The investigator will be primarily responsible for initial case assessment, development and execution of an investigative plan, including gathering and preserving evidence, preparing reports and assisting the attorney assigned to the case with all phases of prosecution. Education Graduation from an accredited college or university with a baccalaureate degree. Excess experience may be substituted for education on a year-for-year basis provided that the incumbent shows sufficient skills and ability to perform the duties and responsibilities. Experience Minimum two and a half (2.5) years criminal investigative experience to include writing clear and comprehensive reports, reading and interpreting complex written material, interpreting and applying statutes and rules; perform research, dealing with the public. Experience in the investigation of insurance fraud preferred. Knowledge Knowledge of clear investigative writing, interviewing methods and techniques. Knowledge and understanding of basic insurance principles and practices preferred. Skills / Abilities Ability to develop and execute criminal investigative plan that includes case assessment, gathering and analyzing facts, interviewing witnesses, and gathering and preserving evidence; interpreting and analyzing financial information; communicating clearly and precisely interpretation of analytical data; interpreting laws, rules, regulations; deal effectively and independently with the public. Legal Authorization to Work Requirement The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States. This position is exempt from the civil service and considered temporary in nature.
